NAASP Conference (New Asian-African Strategic Partnership) which has held in Jakarta on 14-15 July 2008 had an inventory aid in Asia and Africa countries to Palestine in particular fields of technical assistance and capacity development as an effort to prepare the Palestinians for a state independent.

Goals: 1. To assist Palestinian state in the development of human resources;
2. To enhance cooperation of Indonesia educational institutions with other countries in the world and in particular with the Palestinian state
3. For further introducing of Indonesia Educational system and culture towards foreign students.
Target: foreign student (Palestine) who will continue his studies at universities in Indonesia, both at the level of D4, S1, S2 and S3. This scholarship is given in the form of scholarships for further studies in the form of tuition fees, allowances tickets, and insurance benefits.
Foreign students (the Palestinians) who will receive a scholarship must meet these requirements:
1. Following the Indonesian Language Proficiency Examination.
2. Having a letter of acceptance from college students in Indonesia.
